During the last decades, uneven urban growth and development and wrong urban policies have resulted in the depression of urban textures especially residential textures. This urban texture has been devastated more than ever, due to the socio-economic changes and formal and applied inconsistencies which have happened as a consequence of the development of neighboring residential spaces. Moreover, penetration of business land uses, reservoirs and industrial workplaces into the depth of these texture and its overlap with the residential area have resulted in the isolation of residential blocks. This process has gained such diverse dimensions that question civil identity and life in this urban spaces as a place for human growth and development. While, old textures can provide an appropriate and vital context for the life of citizens. Regarding the issues facing old residential textures, restructuring and renovating these textures will gain more importance. Some of the advantages of renovating old residential blocks include: reducing number of housing applicants, preserving previous urban identity, saving building materials, helping the economy and avoiding any disturbance in social communications of the residences.
The present article seeks to focus on the necessity of renovating old neighborhoods and residential blocks. Descriptive-analytic research method is used. Library and on-line references were used to collect necessary data and information. The goal of the present article is to consider issues in old and residential urban textures of Iran and to focus on the necessity of renovating and reconstructing these urban textures.

Recently, city services have faced many problems and issues due to rapid increase in urbanism and lack of a codified system of planning and management in different cities. Irregular and hasty population growth results in heterogeneous constructions without correct urban planning and distribution of facilities and services in a way that makes it impossible for everyone to take advantage of economic, environmental facilities. This results in the centralization of specific institutional-political and economic land use in specific urban areas. Residential areas are also an important part of urban land use and the largest area in most cities is allocated to them. They also face problems like shortage and lack of clear standards in buildings, disregard of quantitative and qualitative household indexes, shortage and costliness of urban lands, materials, establishment in inappropriate places and etc. Thus considering issues and problems facing urban household, an analysis and evaluation of the present house hold situation in different neighborhoods of Ilam was necessary for appropriate planning, qualitative and quantitative improvement of households and preventing irreparable damages.
In order to identify different insufficiencies in neighborhoods, it was necessary to collect information using questionnaire and analyze them using SPSS and Excel.
Results indicate that different urban neighborhoods have different qualitative and quantitative indexes, they have different level of access to urban facilities and services and their appearance is completely different. So that among 16 neighborhoods, suburban areas including 3 neighborhoods do not have access to the least household possibilities and standards. It is assumed that other neighborhoods have better situations and there is a significant relation between income level and the household quality.

Choghakhor area with a delightful nature, pleasant, cool and mild climate, vegetation and colorful charming woodlands, landscapes and orchards, clear fountains and the sound of a stream of roaring creeks with a magnificent landscape of Choghakhor wetland, wildlife and birds native and immigrant, on the slopes of the sky-tall mountain range of Kalar (3832 m high), is 60 km from Shahrekord (center of Chaharmahal va Bakhtiari province) and 45 km from Borujen (county center) in the central part of the beautiful Zagros, Chaharmahal va Bakhtiari province And is a complete gallery that can fulfil a wide range of expectations of people tired of urban life. The Chaghakhor area is one of the areas with high potential for tourism and recreation in Chaharmahal and Bakhtiari province, due to the presence of valuable natural and environmental attractions and potentials, so that visiting this province without seeing the Choghakhor wetland and the beauties of the area that attracts tourists intending to visit, namely ecotourism , is incomplete. In this paper, which is a documentary-field study with a comprehensive view, while describing the natural features of the Choghakhor area, we introduce the most important attractions and potentials of the region's ecotourism, including the Choghakhor wetland, mountains and heights, springs and jungles, gardens and resorts, religious and historical-cultural centers, etc. Finally, the negative effects of ecotourism development along with strategies and suggestions for optimal utilization of environmental resources of the region are presented.

Geographic information systems and related computer information technologies are commonly used in planning and management in the present era. An important part of the theoretical and methodological support of GIS is rooted in the "quantitative and qualitative" revolution of geography. It is not surprising, then, that GIS is often accused of being inherently dependent on "rationalism" and "positivism," so it is not beneficial to use it in planning approaches broader than the merely rational model. The purpose of this study was to investigate the effects of GIS on urban and regional planning and it was attempted to examine the following: development of geographic database for analyses related to planning, alignment of ground-spatial technologies with urban models, building planning support systems, facilitating discourse and participation in the planning process, and evaluating planning activities and the impact of technology on them. While scientific advancements in the development of planning support tools have been significant, there has been no considerable effort to provide scientific guidance on strategic information management, establish the information support and decision-making tools, and transfer technology to the planning stage. This shortcoming in the dissemination of planning tools limits the application of science in decision and policy making, a process that is essential for the development of countries aiming at strong economy and healthy communities and environment. This research attempts to study the effects of GIS on urban and regional planning.
